RSS stands for Really Simple Syndication. It is a standardized way for web publishers to provide readers with updates about new content. You need to add websites to an RSS aggregator (also called reader) to get updates. I personally use Feeder on my Android phone, but there are many more available. If I'd used one on desktop, I'd probably use the Feedbro browser extension, it works with most modern browsers. I can't give any recommendations for any other platform, but I'm sure you'll be able to find something in your app store.

Adding a website to your RSS feed will depend on the reader you choose, but all you really need is the link, like the one I provided above (most commonly you just need to add /rss.xml to the website link, if it has one). Additionally, your reader might have some other options for you to set, for example, how often to fetch updates from the feed.

Even though RSS is an old and declining technology, I believe it is essential for independent websites to reach their audience. If you'd like to learn more about it here is a link to Wikipedia
